The Perm municipal forum "Local Self-Government: From Law to Development" was held.
Photo: https://permkrai.ru/On August 14, the Perm Municipal Forum "Local Self-Government: From Law to Development" was held in Perm. It was dedicated to the 20th anniversary of the Council of Municipalities of Perm Krai. The event brought together representatives of Perm Krai municipalities, regional government bodies, chairmen of local government representative bodies, federal experts, as well as delegates from the All-Russian Association for Local Self-Government Development and the Councils of Municipalities of the Subjects of the Russian Federation. The Perm administration was represented at the forum by First Deputy Mayor Yana Furman, Deputy Mayors Sergey Troshkov and Alexey Turov, and Chief of Staff of the Perm Administration Alexander Molokovskikh.
Perm Krai Governor Dmitry Makhonin addressed the audience with a welcoming address. He congratulated the participants on the Council's anniversary and outlined the priorities for local self-government development.
"Much has been accomplished in 20 years, and we will continue this work. It is important to further develop local self-government, support local self-government self-government bodies (TOSs), village elders, and participatory budgeting." It is through them that we receive feedback from residents and understand what issues need to be addressed in the regions. We also need to collaborate with businesses involved in the development of municipalities and social projects. I wish everyone success in their work for the benefit of the Perm Krai," said Dmitry Makhonin.
The event included a gala ceremony honoring the nominees for the 3rd All-Russian Municipal Award "Service," who received a commendation from the Governor of the Perm Krai. Among the recipients was Ilya Pishchalnikov, Head of the Department of Coordination, Planning, and Development of the Perm Administration's Department of Education, who was awarded for the implementation of the "Educational Trajectory: Choosing the Future in Perm" project. Additionally, the best municipal employees were awarded commendations from the All-Russian Association for the Development of Local Self-Government. Among them was Elena Kruzel, Head of the Department of Planning and Monitoring of the Perm Administration, who was awarded for her services to the development of local self-government.
The forum's subsequent work focused on the plenary session "New Government Architecture: From Law to Real Change." Experts examined in detail the forms of interaction between local and regional governments within a unified public administration system. The forum also featured specialized discussion platforms. For example, the discussion "Control Point: Dialogue as a Territorial Resource" focused on the principle of citizen engagement with government.
At the session "Municipal Personnel Management in the New Reality," participants identified key management trends and skills of modern employees. Particular attention was paid to the onboarding of young professionals. Alexander Molokovskikh, Chief of Staff of the Perm Administration, spoke about practical mechanisms for attracting them to municipal service. In his speech, he emphasized that young professionals currently comprise a third of the Perm Administration's employees.
According to Alexander Molokovskikh, the city administration has established a multi-level mentoring system. Employee professional development is supported through the "Best Municipal Employee" competition. Strategic sessions are held to develop employee competencies, and Perm Administration employees also participate in federal projects such as "Leaders of Russia: Team."
The forum served as a platform for identifying key development vectors: further synchronization of regional and municipal legislation, the introduction of digital tools for assessing government effectiveness, and the creation of a comprehensive system for retaining human resources in local government bodies.
